service provider who is the first contractor to provide regulated application services to the regulated commercial freight vehicle, or a nominated successor on termination of that initial contract

NOTE The prime service provider is also responsible for maintaining the installed IVS; if the IVS was not installed during the manufacture of the vehicle, the prime service provider is also responsible for installing and commissioning the IVS.
